What Portion of the US Debt is Public Expenditures, Who Owns the Public Debt 2017


  • Government Expenditures
  • Social Security (Social Security Trust Fund and Federal Disability Insurance Trust Fund) - $2.801 trillion. (50%)
  • Office of Personnel Management Retirement - $888 billion
  • Military Retirement Fund - $670 billion (16%)
  • Medicare (Federal Hospital Insurance Trust Fund, Federal Supplementary Medical Insurance Trust Fund) - $294 billion (5%)
  • All other retirement funds - $304 billion (5%)
  • Cash on hand to fund federal government operations  - $580 billion. (10%)
  • Other (14%)
  • Debt Holders:
  • Foreign - $6.004 trillion (42%)
  • Federal Reserve - $2.465 trillion (17%)
  • Mutual funds - $1.671 trillion (12%)
  • State and local government, including their pension funds - $905 billion (6%)
  • Private pension funds - $553 billion (4%)
  • Banks - $663 billion (5%)
  • Insurance companies - $347 billion (2%)
  • U.S. savings bonds - $166 billion (1%)
  • Other (individuals, government-sponsored enterprises, brokers and dealers, bank personal trusts and estates, corporate and non-corporate businesses, and other investors) - $1.662 trillion. (11%)
  • So if anyone tells you you have to cut Social Security, Medicare, tell them you already paid for it and they are not supported you becuase you already paid into it.
